On 19 December 2016, the five Moroccan adult education centres, the so-called "Universités pour tous”, founded an umbrella organisation. Since 2010, DVV International has supported the development of Moroccan adult education facilities, which are closely aligned with the German VHS model.
In 2012 the first Université pour tous (UPT) was founded in Rabat. In the meantime, four other facilities have been opened, in Casablanca, Marrakech, Fez and Ksar El Kebir. The newly founded umbrella organisation is to be an advocate for adult education in Morocco and to support the UPTs in pedagogical and administrative matters as well as in marketing. The first chairman of the association is Mustapha Abraj, head of UPT Ksar El Kebir.
The Moroccan adult education centres adapt their offers to the contexts and needs of the respective region. Thus, a programme focus of the UPT Fes is on human rights issues and basic democratic education. The UPT Casablanca, which is located in the middle of a social flashpoint in the metropolis of five million, offers, among other things, courses on environmental issues and youth education.
DVV International has supported the build-up and the programme development of the Moroccan Universités pour tous from the beginning. The Institute and its Moroccan partners were able to draw on the expertise of colleagues from German adult education centres (VHS). VHS specialists from Germany regularly conducted training courses and counselling in Morocco; conversely, Moroccan colleagues attended German adult education centres. This exchange of expertise and “looking beyond the horizon” gave both sides new insights and impulses for their own work.
